In these days when all kinds of fancy and (very) expensive solutions for monitoring Security in SAP are booming you would almost forget that SAP used to build its own tools which were freely available in every SAP Kernel.
Most of these features still exist in present day releases, and could fulfill the needs of small and mid-size companies
I found this ASUG powerpoint from 2003(!) which still gives you a nice overview of Standard SAP Security monitoring tools
